Take the decoy van
Go to the marked van and drive it to the warehouse. Follow the setup until the game tells you to get back into the decoy. Keep track of which vehicle is yours: Lance needs to leave in the other van while you draw attention.

Lead the police south
Drive south and away from Lance’s route. At this stage the police chase is intentional. Do not immediately use Pay ’n’ Spray or collect police bribes, because losing the wanted level too early undermines the diversion.

Keep the pursuit alive
Stay wanted until Lance reaches his destination, while protecting the van from unnecessary collisions. Use open roads to keep moving and leave yourself room around roadblocks. You need police attention, not a stationary battle with every pursuing car.

Lose the cops at the signal
Once the message confirms Lance is back at the lockup, the objective reverses. Now break the pursuit and remove the wanted level using the available escape options. Wait for the mission result after the police are lost.
Key point
The wanted level is part of the plan until Lance finishes his delivery. Only evade the police when the mission explicitly tells you to.
