Start the chase immediately
Follow Forbes as soon as he escapes. The cash condition gives you limited time, so do not stop to buy weapons or change cars unnecessarily. Check his route on the radar and close the gap on straights.

Use controlled ramming
Hit or block the car to slow him, preferably pushing him into a position where he cannot simply drive around you. Avoid explosive weapons and prolonged gunfire. Both Forbes and his car must survive long enough for the capture.

Trap the vehicle
Get ahead at a bend or a narrow section and block his path. Brake early enough to stop rather than sliding past him. If he breaks free, get back in pursuit instead of chasing a moving vehicle on foot across open road.

Pull Forbes out alive
When the car is stopped, approach the driver’s door and use the vehicle-entry action to drag him out. Do this before the remaining cash is exhausted. The mission requires a capture interaction, not a final shot.
Key point
Damage is a tool for stopping the car, not the objective. Once Forbes is trapped, get to the driver’s door.
