Prepare ranged firepower
Bring a rifle or rocket launcher and a quick road vehicle before going to the dam. Paulie’s escape moves onto the water, so a close-range weapon alone makes the interception much harder.

Reach the powerhouse
Follow the opening marker to the Cochrane Dam area and trigger Paulie’s departure. Keep your car accessible. Once he escapes by boat, the mission directs you to use the shoreline rather than expecting Toni to swim after him.

Drive ahead to a firing position
Follow the boat’s movement from the road and choose a clear stretch of shore. Park safely, leave the vehicle and aim where the boat is travelling. Avoid wasting the whole pursuit firing from a point already behind the target.

Destroy the escape boat
Attack while you have a clear line and enough distance for an explosive shot if using one. If Paulie moves beyond the angle, return to the car and intercept farther along. Continue until the target is eliminated and the mission result appears.
Key point
Use the road to create a better angle. Toni cannot swim, and driving into the water after Paulie is not a viable pursuit method.
