Carbine Rifles is the Loud approach’s weapons setup. Michael must steal the tactical team’s black SUV, escape the police and deliver it intact. The gold challenge is the escape: Swift Getaway requires you to clear the wanted level within two minutes.
Step-by-step walkthrough

Prepare before intercepting the tactical team
Check Michael’s health, armor and ammunition before approaching the moving setup marker. Locate the vehicle on the map and decide where you can leave the main road after taking it. The target is the marked tactical SUV, not an ordinary police cruiser or a weapon dropped by an officer.

Stop the vehicle and take control
Block the SUV’s path or bring it to a halt with controlled fire. Use cover and Michael’s slow-motion shooting ability if the tactical officers engage you. Watch the passenger as well as the driver: a surviving passenger can take the wheel. Do not use explosives against the vehicle you must deliver.
Keep the marked tactical SUV intact: it must be delivered with the weapons. -
Leave immediately with the weapons vehicle
Enter the marked SUV as soon as you can do so safely. The theft produces a three-star pursuit. Avoid lingering to collect ammunition or fight reinforcements. You need a clear route away from the initial encounter more than you need to defeat every approaching officer.

Clear the wanted level within two minutes
Turn into side streets and alleys to break line of sight, then watch the police search cones. A covered passage or other overhead shelter can help keep the helicopter from spotting you. Once concealed, stop driving back into visible patrol routes. The medal concerns clearing the stars; reaching the factory while still wanted is not a substitute.

Park at the garment factory
Wait for the wanted stars to vanish completely, then drive to the delivery marker beneath the bridge at Darnell Bros. Keep the SUV intact and bring the marked vehicle itself. The Loud finale follows this setup, so finish any preparation you need before making the delivery.

Where is the tactical truck parked?
It is a moving target, so its location can vary. Track Lester’s setup marker on your current map rather than driving to a single fixed parking spot.
Why is Carbine Rifles missing from my map?
It belongs to the Loud branch. A Smart plan instead gives you Bugstars Equipment and BZ Gas Grenades; those preparations are not missing objectives in the Loud route.
What happens next
Delivering the tactical vehicle completes the Loud preparations and leads into The Jewel Store Job. You do not also need to steal the Bugstars van or the gas shipment.
