Finish the casino chain first
This is a permanent cutoff for Kenji: Kanbu Bust-out, Grand Theft Auto, Deal Steal, Shima and Smack Down must be finished beforehand if you want their completion credit. Keep a separate manual save before accepting Donald Love's assignment. Continuing the main plot will not restore those jobs.

Take a Cartel Cruiser to the car park
Steal the required SUV and drive to the multistorey car park in Newport. Repair or replace a badly damaged example before the attack. Climb the ramps with measured turns; the Cruiser is tall, and overturning it wastes the disguise before it has served its purpose.

Attack Kenji without leaving the disguise
On the roof, stay inside the Cruiser and target Kenji. A direct vehicle attack avoids a prolonged rooftop gunfight. Do not get out beside the Yakuza, and do not try to wipe out every witness: the point of the assignment is for the attack to be attributed to the Cartel.

Leave Newport and abandon the Cruiser
Head down the ramps immediately after the target is eliminated. Follow the objective to leave Newport, then get out and move away from the vehicle when instructed. Do not abandon it early on the rooftop or linger there to collect weapons from the guards.
Key point
Kenji's death changes mission availability, not just the dialogue. The safe order is to finish all five casino jobs before this attack.
