Prepare suitable transport
Park an intact four-door car outside Luigi's club before starting. It can carry three passengers per trip, whereas a two-seat car forces repeated single-person journeys. A bus offers capacity but is harder to manoeuvre through Portland.

Collect a nearby group
Follow the passenger blips and stop safely beside each pickup. Wait for everyone to enter before accelerating. Choose a cluster that leads towards the Old School Hall rather than driving across the whole island for one distant passenger.

Deliver, then collect the fourth
Drop the first group at the hall and immediately make another collection. Four delivered passengers meet the basic requirement. Count completed deliveries rather than people currently sitting in the car.

Use spare time for extra fares
Once four are delivered, bring more if the remaining timer allows a realistic round trip. Do not risk the whole attempt by rolling a full car or running over someone at a pickup. Finish the job before advancing to Last Requests, which closes Luigi's remaining work.
