Trigger the confrontation
Drive to the projects and step into the yellow marker. Starting a fight before this trigger can fail the mission, so keep your weapon lowered until the objective begins.

Climb toward Clarence
Use the courtyard and stairwell cover to work upward. Check each landing before crossing it; enemies above and behind you can punish a direct sprint. Reload at a protected corner before continuing the climb.

Make the rooftop choice
When Clarence is cornered, kill him or walk away to spare him. Sparing him allows a later random encounter; it is not an immediate reward or a requirement to change the main ending.

Leave the search area
Return to street level, get transport and lose the wanted level. The mission continues until the police escape is complete.

For the face-to-face choice, follow Clarence to the rooftop. Shooting him from a distance resolves the target without giving you that conversation.
