Use a quiet takedown to avoid an unnecessary exchange of gunfire beside the vehicle. The target is the marked Police Transporter, not any police car nearby.

Take the van and escape
Get into the transporter and drive out without scraping the entrance or hitting parked vehicles. Escapee requires stealing the van and escaping within two minutes. The Los Santos River route can help break line of sight if police attention follows.
