Choose enough seats
Obtain a four-seat car before going to the prisoners. A two-seat sports car cannot carry the full rescue group. Leave the vehicle positioned for a quick departure without obstructing the route to the van.

Reach the NOOSE van unseen
Follow the approach marker while avoiding the officers’ detection. Complete the mission interaction at the van and move clear when warned about the blast. Do not remain beside it waiting for the rescue scene to finish.

Collect the prisoners and accountant
Get Hsin’s freed men into the car, then follow the new marker to the exposed accountant carrying the money. Wait for him to board as well. Leaving with an incomplete group cannot finish the evacuation.

Drive to the heliport
Take everyone to the marked escape location. Preserve the occupied car and avoid unnecessary confrontations on the return. Enter the destination marker to complete the rescue and unlock Hsin’s next assignment.
Key point
Plan for the whole group from the start. The accountant is an additional pickup after the prisoners are freed.
