Find the reporter at the church
Travel from Donald’s flophouse to the Staunton Island church marker. The first objective requires information from Ned, so do not arrive firing explosives or kill him before he reveals where the photographs are kept.

Intimidate without killing him
Use measured blows or aim a gun at Ned as instructed. Stop applying pressure when the conversation and objective change. Extra attacks after he agrees to cooperate can ruin the information-gathering stage.

Reach the lockup
Follow the reporter’s directions to the photo storage location. Let the required scene or pickup register before turning the encounter into a chase. Keep nearby transport available for the next phase.

Stop Ned’s escape
When the objective changes to eliminating him, pursue the marked target. His scooter is manoeuvrable, so watch narrow turns and avoid overshooting him in a fast car. Finish Ned and wait for the mission result rather than returning to Donald prematurely.
Key point
Ned must cooperate first. The mission only allows the final attack after the photographs have been located.
