Follow the ballot van
Locate the moving van and stay close enough to see its stops. Do not destroy it: the vehicle leads you to successive exchanges. Keep a usable car nearby so you can resume the tail after each brief interception.

Wait for the first handover
Allow the courier exchange to happen before attacking. Once the objective changes, stop the courier and collect the ballot package. Acting too early can leave you without the evidence the mission expects you to retrieve.

Return to the moving route
Get back into transport immediately after the pickup and follow the van again. The next exchange can be underway while you are still leaving the previous location. Watch the radar rather than returning to Donald after only one package.

Complete all three collections
Repeat the wait, interception and pickup at the remaining exchanges. Check that each package disappears when collected. The assignment ends after the full sequence, so a courier’s defeat without the actual item pickup is not sufficient.

The van is your guide, not the target to destroy. Keep it available long enough to lead you through all three ballot handovers.
