Mission walkthrough

Collect the baseball bat
Pick up the weapon outside the club and travel to the dealer's marker. Approach on foot with room to move around him. The bat is sufficient for this early fight, so there is no need to spend your first earnings on a large arsenal.

Defeat the dealer
Stay close enough to land attacks without letting him keep hitting Claude uninterrupted. Once he is down, identify his marked car and enter that vehicle. Stealing a different car from the street does not satisfy Luigi's request.

Take the car to Pay 'n' Spray
Follow the garage marker and drive fully inside. The respray is part of the objective, not just an optional repair stop. Keep the car out of the water and avoid rolling it while travelling through Portland.

Store it at Luigi's lockup
Drive to the new delivery marker, park the car inside and leave it as instructed. Move clear of the garage so the handover can complete. Do not continue driving around in the repainted vehicle after reaching the lockup.
Key point
The car is required evidence of success. Winning the fight is only the first stage; the respray and garage delivery must also be completed.
