Attack from the Hunter
Fly the helicopter to the Mendez building and target its guards with the mounted weapons. Keep enough clearance to turn around the building without striking it. Work through the marked threats until the scripted transition puts Vic on the roof; losing the aircraft in that sequence is expected.

Clear the office floors
Enter the stairwell and fight through each floor in the order given by the objectives. Use walls and furniture to break incoming fire while reloading. Collect health or armour pickups when needed, but check weapon pickups before swapping out a heavy weapon you intended to keep.

Bring down the hostile helicopter
When the aircraft attacks the offices, take cover between firing opportunities. Step out for a clear burst, then retreat when it returns fire. Deal with newly arriving guards as well: staring only at the helicopter can leave Vic exposed to enemies inside the room.

Finish the rooftop fight
Follow the stairs to the roof once the route opens. Move out of the initial line of fire and defeat both Diego Mendez and Martinez. Use the rooftop recovery pickups if needed and keep firing from a position with cover. The final cutscene ends the main story and unlocks the post-story rewards.
Key point
A minigun is helpful, but the mission does not require one. Cover, armour management and clearing the indoor guards remain important throughout the finale.
