Pulling Favors introduces the tow truck and is required to advance the early story despite its side-mission category. If you have finished the available main jobs and cannot find the next one, check whether you have helped Tonya. The actual task is a short pickup-and-delivery run.
Step-by-step walkthrough

Take Tonya to the impound
Approach Tonya to begin, get into a vehicle and wait for her to join you. Follow the route to the Davis impound. Inside, park close to the tow truck with room for Tonya to leave your passenger seat. Switch to the truck and let her climb aboard before departing.

Line up with the abandoned car
Drive to the marked car on San Andreas Avenue. Turn the truck so its rear towing equipment faces the target. Approach in a straight line rather than trying to attach the hook with the truck sideways across the road. Small alignment corrections are quicker than repeatedly reversing into the car.

Attach and raise the hook
Use the displayed tow-arm control to lower the hook, then reverse towards the front or rear bumper until the attachment catches. Raise the arm enough to lift the nearest pair of wheels. The important check is that the car is attached and follows the truck, not merely touching its rear bumper.

Keep the load attached
Return to the impound with smooth steering and early braking. Leave extra room around traffic because the towed car follows a different path through a turn. Avoid sharp swerves and impacts that can separate it from the hook. Your gold target is keeping the connection intact, rather than delivering a cosmetically perfect car.

Release it inside the bay
Drive into the marked delivery area and pull far enough forward for the towed car itself to reach the bay. Stop, then use the on-screen release prompt. Detaching outside the destination will not complete the delivery.

Troubleshooting
If the hook will not catch, straighten the truck and check the arm height. If delivery will not register, check the car's position in the bay, not just the tow truck's front wheels.

This mission counts towards official 100% completion and removes Tonya's early story gate for Chop and Marriage Counseling, subject to their other story prerequisites.
