Use the scanner and listen before moving on
As Trevor, reach the police helicopter on the station roof and fly to Franklin’s position if the mission begins with the station sequence. Scan Franklin to establish the camera controls, then inspect the people marked around Hawick.
Listen to three conversations while scanning the initial groups for Eavesdropper. Stay on each person long enough to hear the conversation rather than flicking rapidly between targets. Continue to the second search area when the first group does not contain Chad.

Track Chad to the garage
Identify Chad Mulligan with the scanner and keep the camera on him as he walks to his lockup. Maintain visual contact around buildings and street corners so Franklin receives useful directions.
When Chad drives away in the Z-Type, follow the car from above. Do not lose it while looking at unrelated traffic. The pursuit leads to a multi-storey parking garage, where the search changes to thermal vision.

Choose the correct thermal target first
Follow the prompts to locate Franklin and inspect the garage heat signatures. Chad is the leftmost target in the relevant thermal view. Look for the figure beside the Z-Type and identify him on the first attempt for I See You.
As Franklin, approach Chad and take the car. A non-lethal knockout prevents him immediately reporting the theft; leaving him free can add a wanted level. Avoid striking or shooting the Z-Type during the encounter.

Deliver the Z-Type carefully
Call Molly as prompted and drive to Devin’s airport hangar. Use Franklin’s ability to avoid traffic and leave ample braking distance. Not a Scratch requires an undamaged delivery, so there is no benefit in squeezing through a risky gap when the mission has no gold time limit.
After the handover, leave the airport as directed. The final exit is part of the mission, even though the valuable car has already been parked.
