Collect the launcher and reach the approach
Follow the marker to the waterfront, pick up the rocket launcher beside the boat and sail toward the airport approach. The plane's arrival is timed. Do not waste the supplied rockets on police or traffic before the aircraft appears, and keep the boat away from the shoreline where it could become stranded.

Line up a clear shot at the plane
At the marked approach, stop the boat and aim the launcher toward the incoming aircraft. Let it enter a clear firing line before shooting. Avoid firing into the boat or nearby structures. The approach window is short, so tracking the plane early is better than trying to turn around after it has already passed.

Collect every package from the wreckage
Recover all eight marked cargo pickups after the aircraft is destroyed. If it was hit over the water, use the boat to pass through the floating pickups. Keep watching the counter and radar: leaving one behind means returning while the wanted level is already high.

Return to the construction site
Get back to a usable landing and transfer to a healthy road vehicle. Lose or evade the police as necessary, then deliver the cargo to the construction-site marker. Claude cannot swim, so step ashore from a secure position. The delivery leads into the short Ransom scene.
Key point
Save your launcher ammunition for the aircraft and arrange a safe route back onto land. Recovering the eighth package is not the end of the mission; you still need to deliver it alive.
