Collect the nearby equipment
After the phone call, take the weapons and transport provided if needed. A sniper rifle is particularly useful for the elevated and offshore targets. Begin immediately rather than detouring around the island for supplies.

Clear the first three stops
Shoot Mike Griffin on the advertising board, then deal with Dick Tanner at the security vehicle. Next, approach Marcus Hammond and Franco Carter together near the jewellery shop. If their vehicle escapes, track both men rather than assuming one destroyed car settles the pair.

Shoot Nick Kong offshore
Move to a shoreline position with a clear view of the marked boat. Use the rifle from land instead of spending the remaining timer finding another boat. Keep Tommy away from the edge while scoped in.

Catch Charlie Dilson
Return to transport and chase the final rider through Washington. Use his radar blip to anticipate turns, then stop him with a clear shot or controlled collision. Check for a mission-complete message before leaving; all six targets must be eliminated within the shared deadline.
Key point
The paired stop is easy to miscount. Keep checking target markers after an explosion or a dismount so you do not drive away with one man still alive.
