Put on the coveralls
Visit Rafael's as directed and collect the work outfit. Continue to the protest at the delivery company's compound. Leave your vehicle away from the gate so the crowd and later explosions do not block your exit.

Provoke four workers
Start fistfights with at least four workers to trigger the riot. Touching one person repeatedly is not the same as involving four different workers. Keep moving around the edge of the crowd so Tommy is not surrounded before the gate opens.

Get into the compound
Once the guards react, move through the entrance. Deal with the immediate armed threats and locate all the marked delivery vans. Do not stand between the vehicles while shooting: a burning van can set off the next one.

Destroy every marked van
Use the explosive barrels near the vans when you have a clear shot from a safe distance. If one vehicle survives, reposition and finish it with gunfire. Check the remaining blips rather than assuming a single explosion destroyed the whole group.
Key point
Start the riot with controlled punches, then change to ranged attacks for the vehicles. Staying outside the blast area is more important than destroying all the vans at once.
