Follow Millie from the casino
Keep her car in sight while maintaining distance. Watch the suspicion meter and ease back if it rises; getting too far behind also loses the target.

Enter the shop and take the outfit
Follow her inside, reach the indicated area and collect the required outfit. Leave and resume the tail without driving directly into the rear of her car.

Wait near her home
Park outside the marked house. Intercept the expected visitor before he reaches the door, then approach the doorbell in the required outfit to complete the scene.

Obtain the keycard afterward
Continue the relationship until the progress requirement is met, around 35%, and follow Millie’s call or instruction to collect the card from her house. Confirm the card pickup before expecting the casino heist to unlock.
Key point
The most common progression mistake is treating the mission-passed message as the keycard reward. The card is a later pickup and remains necessary for Breaking the Bank at Caligula’s.
